Upload a tool holder
POST/v1/holders
Creates a tool holder and returns a short-lived URL for uploading its CAD source. Upload the file to the URL, then run Import a tool holder (PATCH /holders/{id}).

The holder was created and is ready for direct upload.
The request is invalid.
The API key is missing or invalid.
The API key may not perform this operation: it has no access to this part of the API, it may only read it, or its creator has not met the organization’s two-factor requirement.
The holder could not be created.
